The textile industry has
been playing an important role in the economic development
of Bangladesh. It is the largest labour intensive manufacturing
sector of the country, which employs more than 4 million people
(including garments) of which a large number of women are
working in this sector. As a result this sector help in elevation
of poverty. This sub-sector accounts for 77% of the foreign
exchange earnings. In addition of meeting the domestic demand
for textile products, the primary textile industry can now
meet more than 80% of the knit fabrics and 25% of the woven
fabrics required for the export-oriented Readymade Garment
(RMG) industry of the country. As a result the country suffers
from inadequate supply of woven fabrics required for export-oriented
RMG industry. The facilities (quota) those were enjoyed by
Bangladesh under MFA in export of RMG in the overseas market
have already been phased out by December, 2004 and the country
has exposed to global competition with the textile rich countries,
like India, Pakistan, China, Thailand, Indonesia etc. who
have competitive advantage in manufacturing of textile products.
To lace the quota free environment in the export market the
prime necessity of Bangladesh is to develop the backward linkage
facilities (spinning, weaving, knitting and dyeing-finishing)
to ensure local supply of quality fabrics to meet the growing
demand of export-oriented RMG industry as well as domestic
market. To meet the fast growing demand for textile products
in the domestic and export market, large number of textiles
and RMG industries have already been set-up and new industries
are also being set-up with state- of- the- art technology.
The prime objective of the textiles sub-sector is to make
the textile products competitive in the domestic and export
markets in terms of prices through increasing productivity
and quality of products. Demand of skilled manpower is increasing
day by day in the country with the enormous growth of textile
sub sectors. For successful operation of these enterprises
there is need for more graduate textile technologists in the
country. At present there is a few number of Textile Engineering
College offering bachelor degree in textile engineering in
the country, which is very insufficient to meet the present
growing demand of graduate textile engineers. Under the circumstances
remarkable number of textile engineers from neighboring countries
are coming for working in the textile field. In the quota
free world, trading situation demands quality products and
timely movement of goods at reasonable price. These are the
prime factors, which should be maintained to operate trading
with competition. During manufacturing, the factories need-qualified
technologists in order to maintain quality. This requirement
is unconditional and there is no alternative to qualified
technologists i.e. graduate textile technologists. But there
is a huge shortage of these technologists in the country.
As per the survey of October 2000 the requirement vis -a-
vis demand-gap of Textile Technologists/ Technicians by 2010
under different levels are shown below :

As a matter of fact the demand-gap
aspect of the Technologists will never be static, rather
it will increase or decrease over the years depending
upon the situational changes in the demand - Supply trend
and Technological sophistication . The demand of the Textile
Technologists will be increased over the next few years,
in all sectors of Textile manufacturing, education & training
and in trade and business.
Department of Textile is governing
education in textile: at three levels: (1) BSc. in Textile
Engineering, (2) Diploma in Textile Engineering & (3)
SSC Vocational in Textile. It is the governing authority
of Four Textile Colleges, Six Textile Institutes & Forty
Textile Vocational Institutes through out the country.
It has Four divisional & Two district offices and one
Textile Training Center
Textile Engineering College:
o Four Textile Engineering Colleges
o Offering 4 year BSc. in Textile Engineering
o Five departments :
~Yarn manufacturing,
~Fabric manufacturing,
~Wet processing,
~Garments & Clothing
~Fashion Design
o Students after Higher Secondary are eligible for admission
o Syllabus and curriculum are prescribed by affiliating
Universities
o Each college has seat capacity of 60-80 in a batch.
Textile Institutes :
o Six Diploma Institutes.
o Offering 4 year Diploma in Textile Engineering.
o Five departments :
~Yarn manufacturing
~Fabric manufacturing,
~Wet processing,
~Garments & Clothing and
~Fashion design.
o Students after Secondary are eligible for admission.
o Syllabus and curriculum are prescribed by Bangladesh
Technical Education Board.
o Each institute has seat capacity of 80 in a batch.
o 2nd shift started from 2003 with same number of students
intake.
Textile Vocational Institutes (TVI)
o There are 40 TVIs through out the country
o Offering 2 year certificate course (SSC equivalent)
o Three departments :
~Weaving,
~Dyeing-Printing
~Garment & Fashion.
o Students after passing Class VIII are eligible for
admission.
o Each TVI has seat capacity of 90 students in a batch.
